Unresolved complaints and persistent maintenance issues were disproportionately clustered in specific districts, highlighting systemic service disparities that legacy tracking methods failed to correlate with rider needs.
Equity discrepancies were further compounded by a backlog of unresolved ADA tickets and a lack of transparent accountability.
